Esther Espinoza – Ek
Mrs. Ek has over 10 years of corporate and consulting experience serving as a business liaison and community outreach specialist. Esther was a corporate liaison for Universal Care, one of the largest HMO’s in Southern California. She represented Universal Care with its partners in assisting with: contracting, credentialing, claims, accounting, member service, crises management and briefings on the latest state and federal regulations, as well as briefing on pending legislation at the state level. Esther has spent the last five years as a consultant providing clients with community background and extensive community outreach.

Mrs. Ek, a San Pedro resident, spends numerous hours giving back to her community. She is a member of the Board of Directors of the South Bay Boys & Girls Club and the South Bay Latino Chamber of Commerce. She currently serves as President of the Wilmington Rotary Club.  Esther is the Treasurer of the Port of L A Charter High School.  LA City Councilwoman Janice Hahn appointed Esther to be a member of the Downtown San Pedro Community Advisory Committee.  She is also a two-term past board member of the Northwest San Pedro Neighborhood Council.  Mrs. Ek and her husband, John, have three children, Sergio, Pilar and Mia.
Doane Liu
Mr. Liu has over 20 years of community relations, government and real estate experience throughout Southern California. As Deputy Mayor for Neighborhoods at the City of Los Angeles, Doane’s duties included oversight of the Department of Neighborhood Empowerment and the creation of over 80 neighborhood councils throughout the City of Los Angeles. He was also responsible for community outreach efforts in the Mayor’s Office, which led to the creation of seven Neighborhood City Halls and the decentralization of city services through Neighborhood Service Cabinets. In 2005, Doane was honored by the Korean American Coalition with the annual Bridge Builder Award for his work with neighborhoods and the diverse communities throughout Los Angeles. Prior to serving as Deputy Mayor, Doane was the Director of Community Outreach for the LA City Attorney’s Office and District Director for Congresswoman Jane Harman. Early in his career, Doane was a project manager and land planner for a number of real estate development companies and financial institutions.

A graduate of the Wharton School of Business at the University of Pennsylvania, Liu also holds a Masters in Business Administration from the University of Southern California. Doane serves on the boards of the Los Angeles Neighborhood Initiative, the Los Angeles Regional Food Bank, and Mary Star of the Sea High School. Doane and his wife, Cristina Santos, live in San Pedro with their four children, Rebecca, Maggie, Woody and Kellie.
